Elements is for basic editing digital photos... red eye reduction, image cropping etc.
It's aimed at the home user on a budget, so it's cheap. It also comes bundled with certain brands of digital camera.

Photoshop is a full blown image editing application with a vast array of options and filters. It also includes the ability to create and edit vector graphics. Does a huge pile of other things too.
It's aimed at (for example) graphic designers working for glossy magazines etc, so it's very very expensive.

Photoshop Elements is probably more then you'll ever need.
I got it myself,along with Photoshop 7.
And to be honest,i never use PS7 because PS-E has all the things i need.
Only thing i use is Image Ready because that's not included with PS-E.

No. ImageReady (which is included with Photoshop full) is ideal for web layouts.
