What is a TAR file and how do you convert it to Mpeg?

It's an archive. Extract it with WinRAR

You should use IZArc (http://www.izsoft.dir.bg/). It's free and supports a lot more formats.

Yeah... something like that.
Well, just to note, I've tried winzip, winrar, powerarchiver, zipgenius, 7-zip, IZArc, and I don't remember what else, but IZArc seems to support a lot of formats like powerarchiver (for free) with a simple winzip-like interface and has full 7-zip support, which has better compression than anything else I've ever seen, while not slowing down your system by having too many graphics, like Zip Genius. Zip Genius is great, it's just better to tweak it after you install it (like removing graphics from the context menu to speed it up), and it's a bit bigger than IZArc.

I sound like a commercial, but I'm just sharing experience.
