Yes rubbing alcohol is pretty safe, that's what most people use to clean all chips (CPU, VGA, NB, SB, etc)
Just don't get it near your eyes.

I use ligher fluid, removes the old thermal paste\pad much easier, only problem is im afraid it will catch fire from teh heat of teh chip so i then wipe the fluid off using rubbing alcohol lol.

cause the rubbing alcohol takes long time to remove the thermal pad...but it removes the fluid in like 1 swipe, as well the fluid can remove the thermal pad in like 2 swipes...

I use acetone.
Removes any thermal material and evaporates in just seconds.

If it the liquid removers touch the other components will it get damaged aswell?

i use "wasbenzine" (used for cleaning, evaporates very fast, and is also flamable, but fine for cleaning a comp) though i dont know whats it called in english....... i think its a bezine type, and that doesnt harm other components (might cool them a lil though ;))

News to me.
Water will harm electrical components...specifically unevaporated water.
That's what leads to shorting.
The solvents we're using evaporate so quickly that you should be fine if it gets on something.
I wouldn't soak a PCB with acetone cause it would dissolve whatever the traces are sealed in, but a casual wipe sure hasn't hurt me yet.

I'd still feel wierd putting any type of liquid onto any computer components unless it was like that water that doesn't wet stuff...lol.

Didn't you see that article about the guy who immersed his motherboard ( with all the ancillary stuff in place and running) in mineral oil?
Some nutcase attempt at extreme cooling, I think.
Not sure how the cooling worked out, but the PC ran fine.

If that stuff really does contain benzine, you shouldn't let it come in contact with your skin, and breathing the fumes can be harmful too.
Benzine is one of the most carcinogenic substances known.
