if you use win 2k or xp go to START> run and type msconfig

In there startup tab look for anything suspicious and untick the box for that item.

Also press crtl alt and delete and end task of any programs open then.

There is a Program called FreeFile which will tell you what programs are using the file you wish to delete and also stop them for you.
It's free.
Sorry, no link, Google it.

You can use DOS to delete the file if you want.

I only know how to do this in Windows XP, but it might be the same in others. Go to Start, then click Run.... type in cmd and then hit OK. That will bring up DOS and a C: prompt You will have to locate which drive the aforementioned file is located on.

Follow the instructions below. If anymore help is needed you can ask.... also before doing any of the following, be sure you are only deleting "1" specific" file, and not an entire directory. Ask some more questions if you are unsure.

SYNTAX
Deletes one or more files.

DEL [drive:]filename
ERASE [drive:]filename

[drive:]filename Specifies the file(s) to delete. Specify multiple files by using
wildcards.
/P Prompts for confirmation before deleting each file.

Windows 2000 and Windows XP Syntax

ERASE [/P] [/F] [/S] [/Q] [/A[[:]attributes]] names

names Specifies a list of one or more files or directories. Wildcards may be used to delete
multiple files. If a directory is specified, all files within the directory will be deleted.
/P Prompts for confirmation before deleting each file.
/F Force deleting of read-only files.
/S Delete specified files from all subdirectories.
/Q Quiet mode, do not ask if ok to delete on global wildcard
/A Selects files to delete based on attributes
attributes R Read-only files S System files
H Hidden files A Files ready for archiving
- Prefix meaning not

EXAMPLES

Erase c:\windows\*.FAK = This would delete any files that end with the FAK extension.

Notice: Users will not receive a confirmation prompt when performing this command. Once executed
all files will be deleted unless the files have a read-only attribute and the /F switch is not
being used.
