I bet someone could construct one from a bicycle pump, some hosepipe, some plumber's tape, a couple of intake valves, and a jar or something.

Only seen them in pictures, always makes me laugh.

I said I've only ever seen them in pictures.

As for stopping air from escaping, well...

The idea is that you drill a hole in the bottom of the jar, attach the pipe to the hole, using plumber's tape to seal it tight, then reverse the valves on the pump so it sucks (I'm fairly certain it should be doable with some pumps), if possible and attach it to the pipe. But you will need a jar with a narrow opening, to make it fit round your package but not leave an opening for air to escape, then you hold it tight, and start pumping, I suppose.

For a better effect you might want to try a vacuum cleaner, or a compressor, I suppose. :ph34r:
