I think speed fan isn't gonna provide any extra cooling, chances are your fans are running at 100% already, the website says its designed to reduce the amount your fans are on to help keep your computer quiet, as well as providing useful info on how hot your computer is running.
If you want to try cooling your cpu down you could try one of these (http://www.benchtest.com/cooler.html)

You might want to get speedfan just to find out how hot your cpu etc is. For more advice on cooling etc, hardwareworld might be better, and you'll get more opinions on just how hot things in your comp should be.

But restarting might be due to ram going dodgy or some sort of driver conflict.

using a laptop, which if i leave it on alll night the fan goes on max even though its doing pretty much nothing

if your comp overheats, clean the fans with air blower
