Website Advertiseing

Currently I've done about 100-150 of free web site mass submits and stuff, but I'm wondering if I could just pay someone to advertise it all over the place.
I've heard of the program SubmitWolf, but I'm not sure if I could use it with an illigal ID since it has to update and check it right? Plus when you submit, it'll check it also?

No, I'm talking about the registration for the software. The URL was bought through yahoo domains.

I know it's not something you have to pay for, but you shouldn't really have to pay for website promotion.
