Limiting Bandwidth

I have to share my connection with my sister via LAN :angry: but she insists on using all my bandwidth by downloading and chatting to about 5 people at once with massive webcam screens. Is there any tool I can use which limits the amount of bandwidth she can take from my connection?

Netlimiter doesn't pickup on my network I tried to limit everything and I was still downloading @ 150KB off my laptop my DU Meter picked up the activity but netlimiter didn't and according to it my connection was idle.
