I believe he got it confused.
Gmail registration is still not open to the public. It's still in beta.

I'm not gonna bother actually trying, but I think u can actually sign up for it on ur own now.
Go to the above address (gmail.google.com/accounts)
There's a thingy that says "Sign up for your account now"
True, it's not for a gmail account, it's for a google account. However, to login to ur gmail u use ur google account name.
Go for it. Worst thing that happens is nothing happens.

If you could actually sign up for it now, don't you think they would place a registeration link on https://gmail.google.com?
You login to Gmail with your Gmail account name. Not google. Their two different things. I have both.
