SteamStartup()failed: SteamStartup(Oxf,0x12e648) failed with error 108: The local steam service is not running.What happened? It has been working for months, now all of a sudden it decides not to work?

CSS probably got updated by valve. Emporio crew were caught , so expect no more updates of CSS to fix this prob i guess, unless another good group comes up.....

But this comes up when I double click CS:Source on my desktop. If valve updated, it would have said something about updating when I tried to join a server.

did you download hl2 using steam?

you need to go edit your "SteamInstallPath=" in your steamapp.cfg. it prob got overwritten or something...unless of course you bought the game

No, we are talking about Counter Strike: Source here. I did not get it legit.

And no I did not buy the game, so do I just apply the patch again? Or what do I do?

I would extract/install the whole game and apply teh patches, if everything else fails.
Depends on the release how its suppose to work.
The info is on .nfo files.

Nevermind, I just re-applied my luzifer patch and I just played it for an hour. Thanks everyone. Thanks Mr. Elmo!
