Are you running an older IE browser or OS ? That would drive me nuts !

it's a shortcut to your network places i think. (or, atleast, all of the ftp sites you've added[whether or not you added them])

Here is how to remove the Web Folders icon:

1. Start the Registry Editor
2. Remove this registry key: HKEY_CLASSES_ROOT\CLSID\{BDEADF00-C265-11d0-BCED-00A0C90AB50F}

To be able to restore the Web Folders icon, make a backup of the key firs. To do this, select the key, and choose Export Registry File from the Registry menu in the Registry Editor
3. Exit the Registry Editor
