poster effect

i was wondering if its possible to make a photo look like the dog posters here http://www.paws4inspiration.co.uk/acatalog/The_DOG_maxi_posters.html and what software and plugins would help do it, as id like to make a photo like that of my dog.

Well you cant make that, you just need to take a picture of a dog up close, and then expand it. I dont think there is a plugin that makes it. :unsure:


EDIT: And using paintshop pro won't help you get there either, try PS. PM me for a torrent link if you want it.
