It seems that this problem tends to deal with vidoe settings , i'm wondering if someone may please help me ? I installed a program called referesh force which mainly has to deal with handling the resolution of a monitor could this be it? And also once i opened up the game, i got a message from CSS, which made the game run in a minimized window, it seemed it was because of the resolution and it seems i was able fix that..... Does any of you know how this could be fixed , please ?

Seems i was able to somehow fix the problem by replacing the original omega drivers with the radeon drivers . Hopefully this fixes the problem :)

i've seen this error with cs1.6 a couple of times, i don't think it's a graphics problem

i'm afriad you cant fix that error...you'll have to get rid of whatever caused it.
i get the same message when i try to turn my graphics up or down in the video options menu on css and HL2. iv consulted ppl and they sed you cant do anything about it. i want to turn my gfx up because i get 50fps and so can handle better than that cos they are on medium settings...but i cant chnage it.
i mean your gfx card looks great so must just be the refreshthing
