Is there actualy a site (like torrentspy.com or torrentreactor.com, etc) that has the better trackers, meaning that you can download faster?

there is no such thing as a better tracker. If a torrent has a lot of peers, you will get good speeds. Unless of course there is something wrong with the tracker...

Trackers have nothing to do with the speed of a download. Bittorrent is more reliant upon the connection speed of others. And, as with any other P2P application, network congestion can play a factor as well.
