When I was a lad, most playgrounds had concrete animals atop steel springs. You just kind of wobble about on top.
Reading the lyrics, I think that is what they are talking about.

I can't say that I have seen them around today,
That sort of spoiled this notion I had about huge lumbering concrete elephants and bears performing Swan Lake in secret. :(
That would have been really cool.
