He means enable Private Messages on this board (in User CP (http://filesharingtalk.com/vb3/usercp.php?)->Options). I assume he is going to give you details that way.

If you are able to get to teh itnernet options (tool>internet options) then go to the connections tab and click lan settings>put a tick beside use this proxy server then put the adress of the proxy u want into there.
you can find a list of proxy server here: http://www.publicproxyservers.com/page1.html (try to get one in your country).
