how to make image in movie clearer?

i burned some movies to dvd and watch them on TV. but they are not clear enough, such as image. does anyone know how to make image clearer?

you must have downloaded a VCD or SVCD. you cannot make the picture quality better.

Or the AVI might not have been great quality.
