Consider this scenario:

I upload a 10MB file onto my server using ftp, then I download back this file onto my local machine using ftp. Does this mean I have consumed 10MB of my bandwidth?

It depends on your ISP. Some will class that as 20MB.

No, it applies to any data transfer

Most, if not all (in the UK at least) IP providers take into account your upload bandwidth, so if you have a bandwidth cap then upload+download=bandwidth used

Edit: also just to add, when transferring a file you will actually consume more bandwidth than the size of the file
