Nope, updating wont fix it. It is something the card doesnt have. You will need to get a new card. ;)

Did you try updating the drivers? It always the first thing to do.

ATI i prefer for cards from the 9500-9800 range.
In the highest/newest range I prefer the nvidia cards like the 6600 and 6800.

Still wont be able to play SC: PT. Needs the pixel shader. The card doesnt have it. ;)

The best card for the money IMHO ( I have no idea what that means :) ) is the 6600 GT, it beats the 9800 Pro easily for the same price.

Hmmm...not so sure.
9800 Pros are easily available (used, in various forum Classifieds) in the $125-150 range ( I just got mine- a 128MB ATI- from OC Forums for $110) and although it can't bench as well as a 6600GT, the real world performance seems comparable to me.
IMO, unless you can move to PCI-Express ( and even then it's more about future-proofing than performance) the new gen cards aren't really necessary yet.

not a big deal cuz most of the average cards can handle that game :P

an mx440 handles that. :P
even less than that can do it...it works on my old computer's 4mb onboard graphics...
