I was talking with my friend and he told me that, if i make the telephone cable from my modem to my phonejack shorter it will quicken up my downloading speed.
I went to his house and he has 400 mbps and i only have 100 mbps....

Its not like that matters. You probably only have like 512 kb/s internet speed anyways. ;)

Possibly if he's closer in locality to the telephone exchange then his connection will be faster.

I quote this section from the BT FAQ's...

10. Will everyone be able to get 2Mb?
The majority of customers will be able to get 2Mb. However, there will be some customers who are too far from the exchange or whose line quality is not good enough to support 2Mb. We will provide these customers with the fastest possible speed - this will be either 1Mb or 512Kb.

The 400mbps must be some kind of firewire or usb modem, the speed he gets on the net will NOT be that fast. It's the speed between the modem and computer.

Same with your 100mbps, it's not the speed of your internet it's just the speed of your ethernet card/network.
