Is there a program that can manipulate wallpapers???
For example. I have a Megaman pic i want to hav as wallpaper, but i wanna put a pic of my head instead of Megamans head, can that be done??? If yes, then how?

Microsoft Paint. Open the File of megaman and paste yours into there and do a little cropping. Or download Adobe Photoshop or paint shop pro.

Microsoft Paint comes with your computer =D.

Adobe is good but you have to know how to use it.
