Do you mean
when you upgrade that is when Usage Allowance Applies =YES

If you don,t ask for an upgrade things stay the same,For now.
You will be upgraded automaticaly later,
when you have been notified.(Allegedly)

But if you ask them for the upgrade, say to the 2MB
that is when Usage Allowance Applies (Caps).

If you ask them about the caps they will tell you that there
as always been caps.Yeah i know He lied.

As for as i know/led to believe the enforcement of the caps
won,t come into force until every one as been upgraded.
Or you excessively use the internet ?

ring there free phone number
just ask them yourself to find out more.
it does'nt cost you any thing but your time and patience :D
