Clicking on it takes me to the PC world website, and right clicking and saving it just downloads the index page.

link fixed (http://ftp.pcworld.com/pub/hotshareware/PhotoEditingLINK_O&L.pdf) It wouldnt open for me in IE but it did in Firefox...try it again and let me know if it works.
