It's the National Security Agency. They have a machine called TRANSLTR which can decrypt any security encryption used on the web. It's basically a super computer with over 3000 processors and brute-forces them open using millions of algorithms.

This, of course, is top secret and only a few hundred people know of its existence. It is impervious to attack from virii even tho' it is connected to the web, this is due to a cleverly written piece of software called GAUNTLET. The only way to get a virus inside would be for the head of Crypto to manually bypass this software and put it there himself.

Why would anyone want to do this? Who watches the watchers.
