how to get IE?

ok, this might sound like a strange post, but are you able to download Internet Explorer. basically, a person i know has a computer with no internet connection, and its windows 98. he bought a new printer but turns out he has to have a more up to date internet explorer installed on his computer (greater than 5.5). is there anyway i can download it and give it to him?or does he need to do the automatic update thing himself?
