They nearly all do that now, you need to specify what else you need it for, your budget, and your existing system specs.

What video card and TV do you have. We need the information to be able to help you.

Why do you tell us so little?

I suppose tv cards come in 2 ways either direct from your graphics card or a pci tv card that you plug in, most will join with a s-video cable which is a black cable with about 8 holes in or composite cable with a yellow and red end for video and sound, u need to know that to record from your tv u need a decent spec on your pc although playback I assume is not as bad.I have a pinnacle pctv rave card and tbh its the worst thing I've bought it simply does not work :D anyway have a search about theres plenty of video cards that have this built in and plent of pci cards if u dont wanna change your g/card.

DVI is Digital Video Interface which is for flat-panel monitors with a suitable connection. It saves having to convert the signal into analogue only to have it converted back to digital in the monitor.

Thre are some suitable cables here, depending on the distance to your tv.

Once you've connected it up you will have to go to your display settings to enable the tv-out port. You can't enable it until it detects the connection.

Don't forget that's video only, if you want audio too you'll have to take a connection from your audio ports to your tv. The output is standard 3.5mm stereo jack, but the input depends on your tv.
