my +5V Standby fluctuates quite a bit
from, say, 2.2 - 4.8 V
no matter if the system is stock or OCed,
or how many drives, fans, etc I have running

I've noticed this ever since I got this Gigabyte board,
never noticed it on the MSI that I had before
(using the same PSU)
nothing fancy about the PSU,
a 400W Star Tech or some shit like that from CompUSA,
about a year old now

is it nothing to worry about, or...
is the PSU ready to go tits up, or...
is it just the Gigabyte board?

Check at Gigabytes site to see if there are any BIOS updates for your board that deal with this issue. Only update if there is mention of a fix for that issue.

You could also connect a voltmeter directly to the power supply to monitor voltages directly.

I have a multi meter in the damned car,
didn't think to go grab it and check
it's analog, so kind of a pain in the ass to read, but it will do

The +5v standby is really only active when the PC is turned off.
This power is what makes it possible (as long as the PSU is plugged into the wall) to turn the PC on.

Many motherboards have an LED that is on even when the machine is "off"...that's the standby power.

Everest reports mine as jumping all over the place too...I don't think it matters as long as it's near 5v when the machine is off.
