Do you mean burn it as a DVD..??
All you have to do is load it up in Alcohol 120%, CloneDVD2 or Nero & just burn it...
If you want in on a 700MB CD, than you have to convert the VOB Files into a DivX or XviD
like if i have san andres how do i burn to cds?

if you have enough hard drive space for it, you can just mount the ISO using alcohol 120%.
Then to burn the ISO (not as cds that you can use to play) you can use winrar to rar the ISO into 700mb parts, then burn 1 on each cd.
you will need them all copied to your computer to extract i think.

you can maybe keep the files rared and in pieces. from there burn the rared pieces to like i dunno 7 cd's. And whenever you wanna install it, copy and paste each part to a folder. its gonna take a while to install the game again but if your despret i guess its the only way.
