Some subtitle help, please

I've downloaded a .sub file for a foreign film, and, evidentally it belongs to a slightly different rip, so all the sub titles appear too early.

I thought this would be a relatively simple matter to sort out, I opened the file, and there's comments at the top including [DELAY]0.

I thought perhaps I could change that number, and so match the subtitles up to the film, but that doesn't seem to be the way to do it. How would I slow the subtitles down by about 15 seconds or so?
