Some guy called Steve Chuppelle does a sit-com about him I think. That's his catchphrase, quite popular in America.

It was a segment on Dave Chappelle's show (the chappelle's show). It was quite popular in america but got so overused it isn't too funny anymore.

Agreed. People around here don't say it anymore either....but I am in the Washington Metro Area and can't speak for internet folk.
