When the american first reach outer space, they realise one thing their ball pen would not work in space. so they spend a million dollar, to develop a pen. the result is the astronaut pen, that can write in space.
the russian use a pencil...

but if they can afford literally billions to spend on a space programme, then surely a comparatively minute million is nothing, and they can have such luxurious items?
surely a pen owned by any astronaut would be an astronaut's pen?

I think that pen invention was decades ago.
