DivxToDVD Is my favorite. :)
WinAVI is one off the fastest in the conversion but you can lost quality by doing it fast, another one is dvd santa not as quick but does a good job

Why not give Avi2Dvd a try. Its not a point and click and its not fast by any means but it will convert between PAL and NTSC, has support for 5.1 ac3 sound, you can add subtitles, menus and you can choose between 4 different open source encoders. The quality it gives is excellent compaired to the fast encoding point and click apps and its free.
