Invision Power Board v2.1.7 mod ?

A friend of mine is running Invision Power Board v2.1.7 and they want to stop users from signing up with different names.
Is there a way to get approval for new sign ups?
Can he ban/block IP's??

It has a built-in IP blocking thing. Can't say where because I don't use IPB.
Look for an option to moderate new users if you want to validate them before they are fully signed up.
