They are called Userbars. They are quite easy to make if you have Photoshop knowledge. You make all the Userbars that you want and then save them. Open in Imageready and make an Animation out of them. This tutorial @ http://www.m3xvv.co.uk/ubtut/ shows you how to make a Userbar. I will try to get you a tutorial which tells you how to make them Animated.
