You probably need to forward your ports if you dont know how check the link below and look for your router.

It might be that your ISP has put you on some fair usage policy.....
the question you answered earlier explained things thanks... it was due to seeders

Anyway, never blame it on utorrent. Also depending on your connection type, it does help binding your ip address using the advanced config tab.
