Get your paypal account verified, by supplying a bank account. To verify that you own the account, they deposit 2 small amounts of money in it (and then you tell them how much they gave you) In my account they deposited 19p and 8p. That's £0.27 free I didn't have before.

No, they just give you free money, and you tell them how much they've given you, and then you're verified.
