Most cover designers will allow you to insert track lists.
If you have nero cd burner, you should already have nero cover designer.
An alternative (which is a bit more fiddly but I feel has more options) is a piece of software called Surething.
These are just 2 from a large number of cover designers.
You can find more at tucows.
I have a cute tiny program to make Cover designs and it reads your complete disc so you can add it to the backcoverQuote:

This version is shareware.. i just noticed.
