Theres a program called "RVS-COM for ADSL"
Dont bother with it unless you have a DSL type connection though. obviously.
NetLimiter is probably the best choice. An alternative is SoftPerfect. It has all the basic features and is very user-friendly. Softperfect is fairly easy to find on public/private torrent sites.
