They insist that they don’t have enough cash to buy the necessary cover and revealed they will be breaking the law if they hold the service without it.
This looks like a great message to send to our troops fighting abroad.:(
Incidentally Troon is not exactly a poor community. It has 7 golf courses for a population of about 14,000. It is almost as rich as the place that Biggles resides in.:whistling

Really, though, it's an occasion to nod sadly when tradition can no longer be observed, and, in the passing of no more than a generation, not a shred of such recollection will survive.
It's an almost willful excision of history, I think. :whistling

How disgraceful is it when a country can't remember it's servicemen.

It's neither political correctness nor a lack of wish to remember our fallen. It's the Americanisation of our way of thinking. "If something happens who can I sue".
You only have to watch daytime tv to see the adverts. Some arse falls over and hurts himself thro' no-one's fault but his own, step in ambulance chaser to file the claim. No win no fee.
Picture the same with the local council being held responsible and no insurance in place. Unfortunately in this modern age it's not a case of being pc or forgetting the dead it's simply being prudent with ratepayers money.
Ask yourself this, what does the same ratepayer think when their road isn't repaired because the money has been paid out to materialistic cretins being egged on by mercenary lawyers.

Seems to me a fully "Americanized" system would call for a tax increase so as to accommodate both the cretin and the road, although poorly in the case of the latter.

The real problem is insurance companies who are far too willing to pay out on claims without performing proper checks.
The existence of no win no fee schemes is quite right, otherwise you end up with the situation where genuine claims can't be made because of potential prohibitive costs. But because the insurance companies don't perform adequate checks the claims management companies get away with pushing through claims which have no proper standing.
Naturally the insurance companies want to maintain their profit margins, so they raise their rates to cover these claims. The result is increased profits for the insurance companies so there is no incentive for them to challenge the claims management companies.
At the same time, the claims management companies take out insurance cover for the instances where their claims are knocked back, but since those policies are taken out against the same insurance companies there is even less reason for the insurance companies to perform the required checks.
Proper regulation could solve this, but successive governments seem hell bent on reducing regulation where it really matters, then trying to fix things by tinkering with rules that don't get to the heart of the problem, usually on the advice of the industries they are trying to sort out. It's like asking the fox how to keep your chickens safe.
