Hey I don't know of any software but Two websites that probably have answers are...
DVDrHelp.com (Click on the convert section)
and
Doom9.org
TMPGEnc wil do it ;)
no tmpgenc will only convert to mpeg2

Mpeg 4 as far as I know is the same as AVI/Divx go to google and look for a program called DVD2AVI.
