I have this partial (262/333 MB) download that has been dead for months now.
I recently found a website that will torrent it soon.
Question is: Can I convert my *.dat file to torrent, so I don't have to redownload those 262MB (and others can start d/l from me right away) ?

No, unfortunately you can't - the programs work too differently to resume a k-lite transfer through BitTorrent.
Only if it were complete, which it isn't, so no.
I doubt it would be the exact same file even if it was complete.
