thats why you give rep to people for doing good things, not for thinking they may do something good.
Give rep points if you already have the invites....
just report him so that he will not do that again....

What is currently disable their invites.. maybe that's why he did not invite you yet...try to wait until the tracker open its invites.. then if he did not really invite you... report him here:
