Peerguardian?

I've noticed that Peerguardian has always been on version 2 and that the site or program hasn't been updated in a long time. I image the lists of IPs are regularly updated...

Anyway, is this the program I shouold use or is there a newer alternative?

PG2 is good enough as long as you get regular IP Block updates, there are heaps of sources for the IP Blacklist.
