You can already play your own mp3's in GTA3 and Vice City. Why would you need this program?

I beleive that this program is to allow you to skip songs an so forth, so it is not just the same order all the time.
( I beleive, did not look at link but whn I first heard about this that is what it was)
Does it add another radio station or something? (Besides the mp3 player)
