Can you not use the old gamers trick and use the compatibility wizard in Win XP ?
^ Nah, desktop. I need to install these for an Xbox 360 modding tool, which needs to be connected through a COM port. Since I'd rather connect through USB, when I connect the tool to the computer, these drivers will "convert" the USB port to a COM port. At least that's how I understand it.

Using the compatibility wizard to try to install unsupported drivers is never a good idea. But that's not your case here. Many hardware manufacturers provide only 32 bits drivers to either 32 bits or 64 bits OSes.
Unless it is saying to install the drivers ONLY on 32bits Windows and NOT on 64 bits Windows, you should be fine.
^ They don't say to ONLY install on 32 bits, but Windows won't install them anyway.
That sucks. Best bet would be to write to the author of those drivers. Other than that good luck ;)
