Most trackers do not allow public giveaways. Also id like to know how would u know that he would get disabled are u what.cd staff. There always a risk for every request for ANY tracker that u will get disabled.

How does he know? Because they're nice enough to put it on their rules page, very clearly, for idiots like you who can't read:

Trading, selling or offering invites in public is strictly prohibited, and will get you permanently banned.

^^ almost all trackers have this rule very clearly

By getting to know friends who are part of private trackers, the invites given by the staffs of trackers are to actually invite people whom you know personally for quite some time already.
