I currently like using CMS systems to make my websites. It takes all the time out of it and works like a charm.
I installed Joomla and customized it to my needs. Works great!
I assume you'll host it yourself and not use a 3rd Party?

joomla actually looks pretty interesting. i might use this with another wysiwyg editor. or does joomla function as a wysiwyg editor by itself?
Joomla serves as a wysisyg editor as well as has the ability to do custom html.
I just found a template (which created my website workflow) that I liked, then you have a Admin page that lets you edit each one of your "Articles" which you put at different parts of your site. All the links and site navigation are handled by the template so you just add on more "Articles". Plus there are many plugins that you may have seen by visiting their website. Those are also easy to install.
It's very logical and easy to use.
My host, dreamhost, had the option to install pre-defined CMS applications (Joomla was one of them) so that it went all the way and made all my MySQL connections and so forth for me. Super easy to set up.
I'd reference some other free Content Management System applications also
