Svcd Problem

First off, I'm kind on new to getting movies. My problem is everytime I burn an SVCD movie to play it in my DVD player, I'm unable to rewind or fastforward. When I try to fastforward it rewinds the movie really fast, samething with rewinding. Any help would be appreciated, thanks in advance.

ps. Is there any kind of programs that I can use to make different points in the movie, (like tracks) to start from. Or can nero do this somehow?

this is normal... because a mpeg doesn't have the chapters like a DVD does

If you convert to DVD you can put in chapters but sometimes you get sync problems

Thanks for helping, now I know it's not just a burning problem. Oh, do you mean change it to a different format, or burn it to DVD, because my player only plays mpeg, mpg formats, and I have no dvd burner. Thanks again for the help.
