i think they dont have an irc channel, actually, even if they have an irc channel or not, almost all important .ro trackers offers support on a romanian forum community (english is also permitted) called torrents.ro that's is like their home.
The tracker is online , there are some problems regarding external ISP peering (non-RO) . The staff said that all will be solved as soon as possible . You can try at least to enter the website through proxy or vtunnel.com .
