Actually, I don't have now an internation card, and what I do is pay live cash to friends who have a paypal acc. and ask for them to send me the correspondent amount in usd/euro for what I gave to them...
You can create a free account in there, no need for credit card. At least, they not requested it when I created mine.
Not sure about options in your country, but I believe if you did this, will help to open more and reliable options to you.

What about a prepaid debit card with a visa or mastercard logo on it? I can buy such an item for about $6US at a local grocery store and then you can add money to it as you need it.
